Compliance with regulatory requirements is mandatory. However, an increasing number of consultants and employers are noticing that many accidents do not occur because of <em>lack<\/em> of rules, and <em>spite<\/em> of their existence.<\/p>\n<p>This article examines modern approaches that build on the classic safety model \u2014 not to replace it, but to make it work better.<\/p>\n<hr>\n<h2>Social Psychology of Risk (SPoR)<\/h2>\n<p>The SPoR discipline, created by Dr. Robert Long in Australia in 2003, starts from the proposition that risk is a social construct. The decisions that workers make in the field are not simply rational calculations\u2014they are influenced by peer pressure, identity, unconscious heuristics, and team relationships.<\/p>\n<p>SPoR criticizes &quot;totalitarian&quot; models such as Zero Harm and crude forms of behavior-based safety because they reduce the complexity of human behavior to simple cause-and-effect schemes.<\/p>\n<p>In practical terms, SPoR works with small conversations \u2014 <strong>iCue engagement<\/strong> with no more than 2\u20133 people. Research on the bystander effect and groupthink shows that in larger groups the quality of risk assessment drops dramatically. The methods are visual, semiotic, experiential \u2014 not new checklists, but tools for deep understanding.<\/p>\n<div class=\"stat-box\">\n  In Australia and Scandinavia, a number of mining and oil companies use SPoR as a complement to ISO 45001, not as a replacement. BHP Billiton has integrated elements of SPoR into its safety program following a series of serious incidents.\n<\/div>\n<h2>Human and Organizational Performance (HOP)<\/h2>\n<p>HOP, developed by Todd Conklin and Sidney Dekker, is based on five principles:<\/p>\n<div class=\"concept-grid\">\n<div class=\"concept-card\"><strong>1. Mistake is normal<\/strong>For every person, without exception.<\/div>\n<div class=\"concept-card\"><strong>2. Guilt doesn&#039;t improve anything.<\/strong>It only blinds the system.<\/div>\n<div class=\"concept-card\"><strong>3. Training is voluntary<\/strong>It cannot be forced.<\/div>\n<div class=\"concept-card\"><strong>4. Context breeds behavior<\/strong>Not the character of the worker.<\/div>\n<\/div>\n<div class=\"concept-card\" style=\"margin-bottom:1.25rem\"><strong>5. The leader&#039;s reaction is key<\/strong>She decides whether there will be a report next time.<\/div>\n<p>In practice, HOP replaces the question <em>\u201e&quot;Who is to blame?&quot;\u201c<\/em> \u0441 <em>\u201e&quot;What in the system allowed the error to happen?&quot;\u201c<\/em> The approach has long been applied in aviation and nuclear energy, and has recently entered the construction and manufacturing industries.<\/p>\n<div class=\"stat-box\">\n  <strong>38%<\/strong> \u2014 a decrease in the frequency of incidents over five years at the American construction group Cianbro after implementing HOP principles.\n<\/div>\n<h2>Safety-II \u2014 learning from success<\/h2>\n<p>Erik Hollnagel proposed a revolution in safety thinking. Instead of studying only incidents (Safety-I), it is more useful to understand why thousands of operations are successful.<\/p>\n<div class=\"stat-box\">\n  In a production in which <strong>99.9% from shifts<\/strong> end without incident, traditional practice ignores this vast database.\n<\/div>\n<p>Safety-II examines and learns from everyday adaptations\u2014the trade-offs operators make to compensate for system deficiencies. Success is not the absence of errors, but the actively achieved result.<\/p>\n<h2>Just Culture<\/h2>\n<p>James Reason&#039;s concept, further developed by Sidney Dekker, makes a critical distinction:<\/p>\n<ul>\n<li><strong>Honest mistake<\/strong> \u2192 Support and learning<\/li>\n<li><strong>Risky behavior<\/strong> \u2192 Coaching and guidance<\/li>\n<li><strong>Willful violation<\/strong> \u2192 Disciplinary measures<\/li>\n<\/ul>\n<p>Without this framework, employers punish all three equally, and the result is that people stop reporting and the organization goes blind.<\/p>\n<div class=\"stat-box\">\n  At KLM, Air Astana and a number of hospital networks, the implementation of just culture has led to a significant increase in the number of reported near misses. This is exactly the goal of any HSE manager: more reports of small problems mean fewer serious incidents.\n<\/div>\n<h2>Experiential learning and Dojo spaces<\/h2>\n<p>The Japanese concept of <em>dojo room<\/em> \u2014 a physical space with several zones where workers experience the risk \u201eon dry land\u201c \u2014 has been successfully implemented at Toyota, Bosch, and Schneider Electric.<\/p>\n<div class=\"quote-box\">\n  \u201e&quot;A person remembers far better what he has experienced than what he has read on a wall poster.&quot;\u201c\n<\/div>\n<p>The Trakia Economic Zone around Plovdiv already has several manufacturing enterprises that are experimenting with training corners - for working with PPE, for recognizing fall hazards, for extinguishing an incipient fire.<\/p>\n<div class=\"stat-box\">\n  <strong>8 000+<\/strong> workers annually pass through the network of Bosch Renningen dojo centers in Germany.\n<\/div>\n<h2>Microlearning and gamification<\/h2>\n<p>Two-hour quarterly training sessions have long since lost the battle for attention. Short 3\u20135 minute videos sent on Viber or WhatsApp every Monday morning produce measurably better results.<\/p>\n<div class=\"stat-box\">\n  <strong>\u221222%<\/strong> incidents in two years at Polish construction holding Budimex after introducing weekly microvideos.\n<\/div>\n<p>Point systems, \u201esafety hero of the month,\u201c miniature competitions between teams\u2014small mechanics that work because they fit the way people actually process information.<\/p>\n<h2>Take 5 and Last Minute Risk Assessment<\/h2>\n<p>Australian mining industry promotes postcards <strong>Take 5<\/strong> \u2014 five questions a worker asks himself just before starting a task:<\/p>\n<ol>\n<li><strong>Stop<\/strong> \u2014 break the automatism<\/li>\n<li><strong>Look around<\/strong> \u2014 check the environment<\/li>\n<li><strong>Think about it.<\/strong> \u2014 identify the risks<\/li>\n<li><strong>Rate<\/strong> \u2014 make a decision to control<\/li>\n<li><strong>Act<\/strong> \u2014 step safely<\/li>\n<\/ol>\n<p>A five-line card filled out in a minute often does a better job than a 20-page plan for a specific task. In our country, this practice is implemented in several multinational branches, but it rarely reaches medium and small enterprises - which is where the need is.<\/p>\n<h2>Psychological safety and the right to stop work<\/h2>\n<p>Research by Amy Edmondson at Harvard shows that teams with high psychological safety report more errors\u2014and therefore have <em>less<\/em> serious accidents. The causal relationship is counterintuitive but robust.<\/p>\n<p>Toyota introduced the famous <em>andon cord<\/em> \u2014 any operator can stop the production line. In our country, this practice rarely exists outside of a few multinational enterprises. It is precisely this that is the heart of a mature safety culture.<\/p>\n<hr>\n<h2>Real lessons<\/h2>\n<p>Paul O&#039;Neill, when he took over Alcoa in 1987, told investors that his only priority would be safety. Wall Street analysts laughed. Within 13 years, the company had increased its market capitalization fivefold and become one of the safest in the world.<\/p>\n<p>The Norwegian oil industry, after the Alexander Kjeland platform disaster in 1980, switched to a model where the workers themselves have <strong>legal mandate to stop dangerous operations<\/strong>. The accident prompted a reform of the entire Norwegian regulatory framework\u2014proof that systemic lessons can be learned from tragedies, not just punishments.<\/p>\n<hr>\n<h2>Conclusion<\/h2>\n<p>Compliance with the Occupational Health and Safety Act, Regulation RD-07-2 and ISO 45001:2018 is necessary, but not sufficient. Safety is a living organism \u2014 social, psychological, cultural.<\/p>\n<p>The consultant who can offer his client not a folder of documents, but <strong>a real change in mindset<\/strong>, is the one that creates real value.
